What people don't understand is that around 60-70% of the territory Armenia occupied barely had any Armenians there or didn't at all. It was essentially 99.9% Azerbaijani. Armenia initially claimed that this was a buffer zone that would be handed over during negotiations, except that turned out to be horseshit because they started settling Lebanese-Armenians, Syrian-Armenians and Armenians from Armenia proper in there.

Then you have NK itself, which had like 4 cities in total with an Armenian majority surrounded by Azerbaijanis in the rural areas. Essentially to hand it over to Armenia would mean that Azerbaijan would have to provide electricity, gas, etc, to NK while not having any control over it.
