They are shooting them in the legs, because logistically the hohols have been reduced to guerilla tactics and have no way of keeping prisoners. They are in constant retreat mode. So they are shooting them in the leg to take them out of the fight, and leaving them.
It's actually pretty humane. The alternative is that they execute them.

Events like this force people to consider if this sort of behavior was being carried out by Ukrainian forces even before the invasion, as Russia has been claiming for years. Such claims will gain more traction now.
