Stalin didn't start shit. In fact he was extremely convinced that the top Ukrainian communist party officials like Kosior were behind this to starve the USSR and weaken his rule. You have to understand that Ukraine party was the second most powerful branch in the communist party after Moscow. And Stalin was very convinced that they were conspiring against him since the very beginning of his rule. It's not surprising that the great purge inside the Ukrainian party was among the worst. It was completely wiped out by 1938.

Stalin wasn't Russian, but he did command a Russian power base. Russians were loyal, Ukrainians were disloyal, Stalin logically shrunk a disloyal group and rewarded a loyal group with the depopulated lands. It's not confusing.
