if you're willing to go scorched earth, the contingent infrastructure (that's taken for granted) is the best way to inflict real damage and chaos

Using AEW&C aircraft to detect incoming missiles and using a combination of fighter jets and naval ships to intercept incoming missiles.

I don't know where the US' petroleum stores are but the best defence is making use of the geography, many dispersed stores far in-land make them fairly safe from any possible attack.

We have 714 million barrels of space in the SPR caverns. We have thousands and thousands of active oil and gas wells pumping 24/7 right now. We have huge reserves in the Permian, Bakken and DJ to name just a few. We have hundreds of drilling rigs and the ones that are currently “stacked”, we have the ability to put them into active service within the amount of time it takes to get the manpower. We aren’t in trouble. The only thing causing crazy prices is speculation. And partly from Biden always threatening the oil and gas industry in this country.

If oil production is crippled and electricity distribution goes down for a extended period the cities will burn.

Asexual OP has made a good point. The largest most important refineries are located along the California, Texas, and eastern coasts. You don't need to hit the storage tanks, just the main refining works. If the main refinery works go down it does not matter how much oil you produce, you cant refine it. It is one major way for China or Russia to attack and cripple the US using only convential weapons.

The West Coast has a lot of defense contractors too.
