I think its like a propaganda force projector. Its probably mostly bots and change agents pushing agitprop and engaged in mockingbird-type ops. There was nothing about twitter that was attractive over other services that were similar and seems to have been inorganically propped up by the same groups that set up Facebook as part of the total information awareness initiative under DARPA.
