Most states were voluntarily set up by a tribe, if you look at ancient history.
If you mean no post-state organization, like only paying taxes if you feel like it, then no. There isn't even a hypothetical scenario where this might be efficient or could possibly work. To have any form of military you'd need companies dishing out a fuckton of money to protect people that wouldn't even pay them.
