It's a trap. They are noticing people are watching what they say and wording thjngs differently as well as using safer search methods. So they want to give a false sense of security. Basically they thought they knew everyone but now understand they miscalculated. If everyone stops behaving online like everything is always monitored their data will be more useful in order to control and or predict us.

plus this wouldn't have an effect on non-state intelligence actors like Palantir, Stratfor, Black Cube and others whose names we don't know. or the DHS fusion centers.
