Because no fly zone is a excuse to neutralize Russian aircrafts using NATO assets without declaring war... They did the same with Libya so the government could not annihilate them using air superiority.
Imagine if Russia said NO FLY ZONE OVER IRAQ, SYRIA etc..

Anyone with two braincells knows a no fly zone means direct intervention, which means direct attacks from NATO on russian assets which means WWIII between nuclear nations.

It's not just about shooting down Russian jets. The Russians have S-400 surface to air missile sites parked just across the border in Russia and Belarus. Those SAMs would be able to shoot down any NATO jets attempting to enforce a no-fly zone. It's a completely different situation than trying to enforce a NFZ over Iraq or Afghanistan or someplace like that. S-400s are very capable weapons and would be deadly to any NATO jet.
NATO wouldn't be able to gain air superiority without taking out those SAMs, which would be considered a direct attack on Russia/Belarus. The conflict would instantly escalate from just Ukraine to WW3. And Putin has stated numerous times that Russia WILL use nuclear weapons if Russia itself is attacked.

He would probably respond by a limited number of small tactical nukes.
