The Liberals have a minority government, meaning they have more seats in the house than any other party, but less than 50%, so they can't just pass whatever legislation they want, and need the support of other parties. They just formalized an agreement with the NDP where the NDP will support all Liberal legislation, in exchange for certain concessions (the main one being a "universal" dental care program, that has an income cap). So the Liberals can act as if they have a majority until 2025 because the NDP will rubber stamp any legislation they put forward. There's nothing illegal or unusual about this for parliamentary politics, but it is a bitch since there's basically zero chance of an election before 2025. The Liberals won't call one, and any non-confidence vote will be shot down since NDP+Liberals control the house.

The thing is an election can be declared if other party unite to vote to go in election which they can because combined they have more than 50% of seat.
