My country didn't died in 1795, it was a necessary step that needed to occur, we trusted Eastern Slavs instead of the Germans and we got fucked by it. I would take some things from continental (french) law and take away some things from english law. Precedent be done away with. The only thing that should matter is the law, as written, not someone's "interpretation" of what it means. The people writing the law are all generally pretty educated lawyers and should know what they mean by the words they put in the law.
Supreme court & lower courts should explicitly not be able to rule on matters of constitutionality. I understand that people want an additional check on the corruption of the legislatures, but all we did by allowing the supreme court to give itself the power to overrule laws is to move the target of that corruption from an elected body to an unelected body. Additionally, district courts should not be able to issue nationwide injunctions. The only ones who should be able to do this would be the supreme court.
Elections: No senior police or judges should be unelected. We see clearly with police the behavioral difference between elected sheriffs and unelected police. This would hopefully get rid of bullshit like cops spending all their time sitting in speed traps instead of catching actual criminals.
Allowing the president or police the discretion to choose to not enforce laws is an awful idea and should be prevented. If the laws on the books are bad, the best way to get rid of them is to enforce them vigorously, not to ignore them (being able to pick & choose results in tyranny).
All non-whites (with a DNA definition) should not be allowed citizenship. Women will not be allowed to vote or to hold office. Immigration will be limited to 1% of the total population per year.
We also need severe limits on federal power. The articles of confederation probably had the right idea. We've seen how the federal government has turned into a monster of centralized power and how dangerous that is for the stability and peace of the country.

Interstate commerce clause cracks me up. In cases where it should be used (example: California setting its own emissions requirements for vehicles, requiring different models to be sold in California vs 49 other states) it's not used because an EPA bureaucrat gives them an exemption from the constitution. On the other hand, when you want to collect rainwater or grow your own food it's used to smash the individual. It makes sense to have it, similar to how the EU could be a good economic union but a terrible political union, but it needs to be reigned in somehow.

You raise some good points especially about the Supreme Court but the articles of confederation were too weak to support Itself financially.
