TOS was optimism. The last major war was decades ago and most of America felt safe and optimistic. A shit load of people felt that it was the way the world was going to turn out. People being people they like to see what they already know they like which was stories about idealistic moral, ethical, and technological superiority.
TNG also had a shit load of optimism. DS9 was optimism in the face of the grimy parts of the trek universe. Voyager was a mad womans PMS though the galaxy but there was hints of optimism.

Even TOS wasn't a commerce free. Star Fleet and most of humanity weren't driven by the acquisition of wealth but free trade and open commerce was depicted, the replicator wasn't a thing in Star Trek until TNG. Roddenberry just didn't want to present Kirk, Spock, McCoy, and Scotty as salary men or capable of being bribed or coerced with money and wealth.
