Zelensky implicitly gives Crimea to Russia

Zelensky suggested REFERENDUM to decide the fate of Ukraine. Since there was a referendum in Crimea already back in 2014, doesn't that imply that he doesn't want it back? Or does he want mainland Ukraine to decide the fate of Crimea. In which case why not include Russian citizens in this referendum?

It is doubtful anyone would consider the Crimea referendum as legitimate given the circumstances of it.
Plus under the constitution, referendums necessarily would be national. Though they could bend the rules with the current martial law if they wanted probably.
