There are possibilities, but they border on cope, if he nuked the place, Putin might lose support at home, it's also possible he's throwing all of his oldest gear and lower quality troops at this first, because he can afford to. Whatever the reason, its pretty clear he's not concerned about time or the Russians are just having a genuinely hard time of it.
