They had multiple empire civilizations, such as Mali, Timbaktu, Songhai and more. You just refuse to consider them as "significant" because we don't tend to look at their records and technological advancements (AS we don't care about their distant civ). Another option is that they maybe didn't develop much being niggers. But who knows?

surival in such a location is achieved without the creation of culture, society, innovation.
populations can grow without any constraint, therefore in natural selection there is no positive traits which to select for, except "gimmie dat".
introduce frozen winters, limited food so you need agriculture for large populations, require naval navigation to trade or expand. geo engineering to grow crops on hills, or manage flood plains. then success in those selects for a type of person.
so the circumstances are not at all the same as those other places you mention.
Africa is a paradise. But that means no enviromental pressure to evolve.
