I would say this is because the Ukrainian strategy is quite literally to hide in the cities and use the civilian population as human shields, in the hope that they can use the inevitable numerous casualties to galvanise 'The International community' into WW3.
Every city is left to defend themselves and the Russians have pretty much free rein outside, with air dominance, so any reinforcements sent to Mariupol would be massacred before they got there.
