It means that the base of all authority comes from the threat of violence. It's what keeps society together. Think about it. What is the consequence of you speeding down the road? A speeding ticket? What if you don't pull over? Violence. What if you don't pay your ticket? Men will come to arrest you. What if you resist? Violence.

Authority is derived from Truth.

Authority, survival, proliferation.
They're all the same. Each one is essential to morality, which is the continuation of conscious existence of your lineage.
There are short-term strategies which are rightly seen as evil, for they harm another, and harm one's own lineage, if not self.
