It means that the base of all authority comes from the threat of violence. It's what keeps society together. Think about it. What is the consequence of you speeding down the road? A speeding ticket? What if you don't pull over? Violence. What if you don't pay your ticket? Men will come to arrest you. What if you resist? Violence.

They're all the same. Each one is essential to morality, which is the continuation of conscious existence of your lineage.
There are short-term strategies which are rightly seen as evil, for they harm another, and harm one's own lineage, if not self. There are mid-term strategies which are seen as better, but many are too timid to follow these through to long-term strategies, which can seem wicked in the now but cannot be said to be wicked for the result.
This means that it is immoral for a tyrant to overstep to the point of their children being murdered in their arms, for the tyrant themselves, for they will have failed that moral imperative of Survive>Continue.
It is also immoral for the peasant to accept undue burdens and impositions that their children will not be able to meet, for it curtails the peasant's own continuation.
Violence is the supreme authority because it is the tool used to secure Continuation, where Death and Suppression otherwise hold.
