Many places in Africa are very modern and put many US cities to shame.

It's mainly being historically cutoff from the centers of civilization, i.e. China and Greece/Rome. Now, the South Americans were on their way to building some impressive empires, but lower population density over there (later introduction of humans) basically meant that they were behind Eurasia by centuries.

That said, it's likely that the main secondary issue with sub saharan Africans is indeed IQ, culture, or some other property inherent to the blacks there. They don't have the later start issue of the American natives and they also had more contact with the loci of civilization around the Mediterranean and in the far East (and to varying degrees along the silk road between), because people did cross the desert to some extent.

There are complex reasons why European civilization emerged victorious over the other silk road civilizations, but it's fairly easy to see why the silk road civilizations won out over those isolated from it.
