Defense industry takes decades to bear fruit. Turkish drones were under development for 35 years. It started when Kurds started to pick out small isolated garrisons one by one in late 80s. It took years to have a simple drone.

lastly, you seem to deny the fact that Turkey was producing 20% of it's arms domestically prior to Erdoğan (the bulk of it being license built G3, a heavy walkie talkie, license built range rover slapped with armor, bullets and uniforms, maybe some simple naval platforms as well) and now Turkey builds almost 80% of its arms domestically.

Turkey is hooked up to the global supply chain. the drone is a mishmash of parts and technology from all over the world. That said, if turkey can do it, why can't russia? Probably because the russian military was stealing money from the budget, and Russia likes to be self sufficient.
