I don't even think it's good to bleed their army further by conscripting. I'm no armchair general, but I hope they have a decent strategy at hand. Bigger numbers mean very little when you only have only infantry units left in your army. Besides, it's standard to have twice the number of men as your foes during sieges.
Well, like the other anons said. They had 2 whole "Diplomatic" agreements in place to reduce hostility, yet Oinkraine couldn't stop itself from chimping out. Yes, invading in 2014 would have been a lot less costly in terms of human casualties (on both sides) but Russia's economy at that time would not have withstood the barrage of sanctions thrown their way. They didn't have the significant self-sufficiency and immunity they have acquired post the small sanction package from 2014. Of course, only time will tell how Russia will fare after this economic war.
We also have to consider that Strelkov wasn't entirely delusional when he claimed that the Russophile population felt betrayed when Russia didn't follow through with a whole scale invasion. I hope the Russian leadership learned from their mistakes and don't cuck out after conquering these majority Russian speaking areas.
