well, for one, you'd need a huge supply of water to constantly keep the heat low enough that it wouldn't cause a steam explosion.
two, you'd need a way to decontaminate the water after use.
Three, you'd need a safety system in place that could retard the reaction until power is restored and the system used to keep it cool enough to operate safely is restored, or for regular maintenance
four, you'd need said retarding system to be variable so you can change the power output of the station to match demand, since any excess power would be lost as heat and would damage your power delivery infrastructure.

The concept of an engine as a "heat pump" is fundamental to the design of all power generation though, and is by far the most efficient so far. We would also use nuclear fusion to generate heat and boil water too if we could.
There's enough fissile material on the planet for literally tens of thousands of years worth of nuclear power to provide energy for the entire planet even assuming exponential population growth.

There are devices called RTGs that work something like the way you're talking about, but yeah, getting water really hot and using it to drive a dynamo under pressure is still the gold standard.
