# I meant changing region policies, not changing locations. Russia is not like US where some state can tell Washington to fuck off on a wide range of policies, in Russia regions are completely subservient, except for national republics. Vladivostok(iirc) managed to elect opposition mayor, Putin almost instantly removed him, city had huge protest for a pretty long time and it changed nothing.
