We'll never know for sure because no one will admit to shooting at journalists accidentally. Personally I think a journalist getting shot at every once in awhile is a good thing reminds them all that having PRESS on your shirt doesn't make you fucking bulletproof.
But yeah it could be either, Russia has definitely shot non-combatants in this war (we've got 2 very clearly recorded incidents) and Ukraine has definitely mistaken some people for Russian saboteurs. That's the nature of war, these things happen and they're sad.
