Starve them of means to continue fighting, rather. Encircle the city, lure them out, make them waste their ammo and explosives. The Ukrainians are aware that they're in a bad spot in the encircled cities as well, which is why they've kept civilians from escaping at gunpoint. Human shields deter the Russians from attacking them more, allowing them to preserve ammo themselves. Though they can only go so far with this defense strategy until it looks too bad on them internationally.

But Ukraine can't send their jets either russia still advances. We are assuming that russia wants the air supremacy and not getting it is a failure for them, but it could be like some people have said that their doctrine still works without it.

Some people claim, that russia understood that in a battle against NATO they could never achieve air supremacy but so long as NATO could not attain it their doctrine would still work since they use artillery and not planes to deliver their attacks.

Besides that Ukraine has been filled with AA, so any sortie could be expensive. And they have already lost quite a few aircraft.

Also let me add that even if the Ukrainian tactic in the besieged cities is futile and only serves to win them time, that's also a major aspect of the point. The longer it takes the more incompetent Russia looks, the more dissatisfied Russians at home become, the more the west has time and opportunity to strengthen other parts of Ukraine not yet taken by Russia. This frustration is also meant to push Putin towards starting an indiscriminate bombing campaign which if it were to occur would ruin the domestic image he built up.
