They did the same "sudden chemical attack" meme with Syria as an excuse to try to do their usual regime change there but failed. Assad was winning, especially with the support he was getting and then for no reason at all he is alleged to use crappy chemical weapons and the media tries to whip up a mob about it (despite turning a blind eye to more deaths around the world the rest of the year when it suits them).
They are already seeding people's minds with this idea with the idea that they are losing, plus the claim that the biolabs captured have something in it (I'd ask why they have it in the first place?) that could be used as such.
