The local evolutionarily pressures prevented them from building up the same way other races did. They had to mature faster to deal with shit like surviving a random hippo visiting their village then going on a rampage, or a pack of lions hanging around where they get water, or hyenas mobbing them in packs of 20+ screaming running beasts. Plant growth and hunting is year round, so they didn't need to build winter stockpiles, food preservation, or stone fortifications to protect them. The land is also quite expansive, so most of them didn't really need to go beyond loose tribes, or almost feudal lite empires due to lack of population density.
