Russia is running out of missiles. Ukraine is still running effective missile defense, so only a fraction of used missiles are having an effect. They also need to keep a strategic reserve and lack the manufacturing capabilities to make more due to sanctions.
If Russians are going to keep bombing cities to rubble, they're doing it with artillery instead.
