If the former: abolish all existing social programs and taxes, plus all regulatory agencies. Retain only common sense laws (e.g. no murder) and a militant police force to enforce them. Then eliminate the federal reserve. Now the only way money enters the system is through military spending. Next, peace time military will be out to work on infrastructure projects. Affordable housing, green energy, nuclear plants, hospitals, etc. Implement a wealth tax that targets ONLY cash and finite resources (land, domain names, gold, etc… not stocks) to burn money at the same rate it’s paid out so there’s no inflation
