Their tolerance for casualties for such a meagre objective is higher than the Wests, which is where you get your measurement for the value of human life from. Russia is more willing to sacrifice on both sides to achieve their goals, because they are orcs.

2 reasons.

1.It was intentional. They threw chaff at the UKR defences to wear them down and soak up the initial blow gauge URK resistance.
2. They invaded a country and were woefully underprepared for the resistance they faced. The conscripts got absolutely chewed up. But the Russian command thought well sure, this was to be expected, they had trash gear and 1960's equipment. Then they sent in the regular army units, and these did a little better. Some got wiped out day one, and some just took light loses from small skirmishes. But these actually took and held ground. However they are finding it nearly impossible to encircle cities. They don't have supplies so are reduced to just sitting outside Ukrainian cities waiting.
