Think about it, we'd elect the strongest guys and they'd all go fight in a gladiator arena while we sit nice and comfy. No shelling, no excess civilian casualties, just a televised death match between the men who wanted power but didn't want to fight. Sadly nobody would be willing to give up their advantage in war.
