Yes, and they are starting to lose the propaganda war even among the typical NPCs in the west. NPCs may often be dumb, but they can put two and two together, and it is too much to expect they're going to be too dumb to see who the real civilian killers are here.
This was America's one chance to come off like the good guys in any situation, look at Putin killing people he bad grrr, but by prolonging this attack and literally encouraging women, children and civilians to fight against the Russian army, they completely betrayed themselves and lost whatever shred of credibility they had left.
