We are joining, but without too much fanfare. The thing is, there needs to be an appearance of a "public debate" in Finland regarding membership, so that two governments from now they can't declare that joining NATO was against the will of the people. Of course they will not do a referendum, but there needs to be parliamentary debate and some polls and shit.

Right now, the Swedish governments excuse is that it would further destabilise the situation. Even if Sweden and Finland said "were want to join" tomorrow, it would take up to two years to actually get into NATO.
