Most of other countries used experimental vaccines. China is waiting for more "test results" to come. From recently publicized (by court order) Pfizer documents, for Pfizer mRNA vaccine was way, way higher rate of side effects. Chinese themselves more focused on vaccine which was based on inactivated live virus with somehow limited results. So in a sense, most of other world countries was "lab experiment" to see what works and what do not, and now China can use most effective measures.
