that is stretching the definition of manpad a bit, because it looks like its heavy as fuck and requires quite a bit of time to set up. these will get bombed sitting in a warehouse before ever being deployed in the field. when they do get fielded, they will get a shot off and then be destroyed before the squad deploying them has time to run away.

not only is it not portable it's not self guided, and can't be remotely guided. the operator has to remain in position (and alive) the entire time.
you shoot a laser at the missiles butt and it has a sensor there to guide it, so it can't really be jammed
