Maybe it would be cool to sprinkle some meme magick onto this. A suitable name and logo for the project are open for discussion.
In the meantime, feel free to engage in discourse to challenge the idea in order to pure it out and make it stronger.
For anyone who would like to try to set up a page in the meantime, I have written this little tutorial. You need to be a bit tech savvy for now but it is my intention to streamline this process so that anyone can create a page like this in a matter of minutes.

1. set up the surge script on your system surge.sh
2. create your index.html page. I personally use online editors that allow you to write text in the markdown format which automatically gets converted to a .html text file; some good ones: stackedit.io, hackmd.io (requires registration) and markdowntohtml.com
3. include cactus comment box into your index.html page AND create a matrix room that is attached to this comment box on your page cactus.chat
4. save your index.html file and upload it to surge: surge.sh
5. create a post on an image board and include the surge.sh address in order to offer anons a place to go if/when discussion gets shut down. You will need a matrix account so that you can moderate the chat from a matrix application in order to keep spammers and bots at bay. Right now this is not a problem yet, but if this idea takes off, these pages will become an attack vector.

yeah you're right
first step is to streamline the process; make it easy for anyone to create a page like this
then it's about inviting people who already compile links and threads, to create pages for these links and threads and arrange them. They are already doing this on the board so it's easy to migrate the process off-site. Then, whenever they want to share their copy pasta, they can simply add the link off-site to their post.
Also, whenever someone is baking a good thread on a board, someone can point out that he can mirror the bread easily off-site. It serves as a nice and easy way to compile the bread. I'll probably add in a feature to the system that allows for embedding image board posts. I suppose there has to be a way to implement this.
If the need for this type of system really does prove itself useful, I think it will be an organic process of bakers and curators choosing to maintain their work off-site and create new pathways of communications via that system.
you should create 2 images
one image that explains how this works in a step by step manner, making it concise and simple as possible
and another one showing each of these roles you've come up with, paired with a description. above or below each role should be a description of the overarching idea of what they're accomplishing
