no, but it's easier to implement pollution reduction and efficiency measures in a few hundred huge concentrated powerplants than it is several tens of millions of cars. it'd also (hopefully) let us save petroleum products for the things we don't have other options for yet like fertilizers and plastics instead of literally burning them up.
