The missiles aren't meant to kill Americans as their objective, they're meant to destabilize the American government and shake things up. The guards hope Americans fire missiles back into Iran because it will piss Iranians off and get more support for the guards. Theyre not a good organization, they get a lot of funding through drug smuggling and extortion these days.
