Because an oligarch is openly and transparently associated with politics. They often get into politics to benefit personally, or to protect their financial interests. Their interests are protected by the state, which in turn benefits from their business. The state sees the relationship as okay and acceptable.

This conflict of interest is typically protected against better in the west. For example with Trump, he was allowed to run, but not for the sake of benefitting himself financially like an oligarch might. With companies that try to have political sway, they have to usually be a lot more under-handed with what they're doing, and are more aggressively pursued for corruption is discovered.

I think it's because their money came from capitalizing on the collapse of the Soviet Union. People who already had money and power were able to monopolize various industries, and the common man faced hard times. So it turned into more of an oligarchy at that point.

Idk, but it is difficult for a reason. A person embedded in the culture of a country sometimes finds it hard to recognize the flaws because it is the "status quo". Also America's propaganda machine is better than Eastern Europe.
