Ukraine is the MOST corrupt country in Ukraine. Zelensky has approval 30% (before the war started). Sure people hate Putin, but most of them (especially Eastern Ukraine) are either pro-russian in general, or have close tights (think father, mother, brother) living in Russia. Ukraine has worse living conditions that Russia before the war.
Now, obviously Ukraine is united against Russia because of the aggression, but that wasn't the case before. Really only Western parts of Ukraine hate Putin and Russia to the point where they would rather die than live under his regime.
