1. To sustain the delusion that we're all participating in some team project where we all need to help out to keep the whole thing running / that the government actually needs your money to run / that you are to some extent participating in the actions of government
2.To manage the amount of people in various economic classes eg. It's easier to be very poor and qualify for assistance and lower taxes than to try to be richer and make slightly more money and get locked out of all your poor people benefits and taxed so much you may as well have never tried to get any richer. Another example - a way of keeping the middle class (~100k income) from becoming rich enough to start doing anything interesting with their money or their life.
If the government really just wanted a fair-ish system of harvesting money from the citizens a national sales tax would be a simple solution. They don't need your money though and they don't want it to be fair. They print and make up the money they use to do whatever they want and when they need more they print more. They value the political psychological and financial levers afforded to them by the existence of an income tax.
