Depending on your upbringing and your "biological" attitude towards authority*, you can be more or less inclined to crime.
Its a risk-reward equation mixed with your base morality. Think jailwalking: Its a crime, but you cross the street anyways because honestly the risk is 0 and its perfectly moral, so its obvious that you "can" do it. But maybe you'd hesitate to cross if there was a police car nearby, in case you get in trouble, risk is higher.
You can extend this to more serious "crimes" like not returning a wallet (no risk, morally bad), or stealing a purse (some risk, morally worse).
Criminals know the law, they know they're doing something they shouldnt, they simply dont care because they dont think they're going to be caught. Their risk-reward math comes out positive.

* Some people have innate distrust or paranoia towards any kind of authority figure. If you simply dont trust 'the system' and inherently see the police as thugs working for an invisible government, your morality bar towards certain crimes is way lower.
Some people just have looser morals naturally.
