twitter's primary role is to "influence" the "media" cycle which is used to influence the goyim. blue check mark jannies are responsible for policing the opinions on there, making sure that any rogue narratives get down-voted. normal people's downvotes obviously won't do anything
jewtube has less reach in the sense that individual videos are isolated chambers. however if a video stems from a jewish or media source, counter-narratives (such as downvotes) must be removed in order to preserve the "credibility" of the source

They do whatever they feel like benefits them in the immediate term. When they get mad about not being able to attack their enemies, they add downvotes. When they get BTFO by downvotes, they will remove them, as Youtube did.
