Pathogens are not equivalent to bioweapons. A public health lab may have a bunch of COVID samples, and they're dangerous to leave unattended in. warzone, but that doesn't make them bioweapons.
Every laboratory dealing with infectious disease has disease samples. The work can't be done otherwise.
