Mongolia applied to join both China and Russia. They got rejected by both. China already have resource extraction operations in Mongolia. It's better to have it stay neutral officially as a buffer zone than to have more border with Russia that might lead to more tensions.

More then that, there's 100 million chinks on a Siberian border that only contains 10 million Russians. I would not be surprised if China is playing 4D chess right now in order to garner Siberia. Siberia would provide all the natural resources and lebensraum they would ever need and it's right on their doorstep.
