Russia has old as fuck super duper missiles that they have to dismantle so they may as well use them.
these missiles are loaded with Mirved warheads whose job is literally to lay waste to countries in Russia's proximities.
they can end a siege in 5 minutes instead of 10 days if they want.
they have the capabilities to glass the region if they want and they don't even need to bring a vehicle out of Russia. but they are not doing it for now.

They're already using cruise missiles to strike western Ukraine where not a single Russian boot has landed. If they try to go for proper warheads, it presents a willingness to employ arms that can reach Poland and the Baltics immediately. The fact they'd do that against a country they're invading, not one they're defending themselves from, would signal to all the surrounding countries he's all but willing to do the same to them. That would draw them immediately into the war, regardless of his pronouncements.

That's the last fucking thing he wants. He's not being nice to be nice to be nice, he's avoiding the worst possible outcomes in a war he's already bogged down in.
