What most likely happened in the picture is that he considers the war as Russian intervening on behalf of separatist groups rather than a straight up "attack", so journalists misrepresent it as "guys he literally doesn't believe Russia attacked Ukrainian forces!"
Unless you actually believe a professional ambassador would make two logically contradicting statements back to back.
