you don't defuse bombs, it's fucking stupid in most cases. bomb squads would rather clear the area and blow it up, or transport it in one of those bomb cage things. Defusing the bomb is always gonna carry risk, especially if it has already been fired. Water is often used during bomb disposal, yes. Though doing it like this is insanely risky, it's safer to use a high pressurized hose or jet to difuse it due to the difference in water molecules and the speed in which they are traveling, allowing for slower momentum at the back of the stream in comparison. It allows it to travel while remaining at a safe distance, moving. It essentially causes it to short circuit and prevent it from building electricity and friction. Though in practice, yes you could diffuse a bomb with a water bottle, I wouldn't advise it of course.
