Because pedophilia, isn’t about being in a relationship with a child. It’s about dominating and controlling someone in the most terrible amoral ways with them not having any hope of fighting back. I was in a sexual relationship as a child and I turned out fine. When things goes wrong though, it's trauma for life.
I would imagine we would need some very strong safeguards in place and probably also education for pedophiles on how to function in a relationship with a child. Presently we're only pushing forth the idea that a relationship with a child must necessarily be abusive and exploitative or worse. It's reasonable to presume that a significant portion of pedophiles, especially the young and easily influenced ones, might be internalizing this message.
