They're for older generation anti tank weapons (eg: RPG 7s) fired from the top of buildings or other elevated positions, they're not going to do much against Javelins but there are a lot more old RPGs in Ukraine than Javelins.
They would also have some effect in mitigating old 82mm mortar rounds which there are an absolute shitload of in Ukraine.

No that's legit, happened when they crossed from Crimea and is some tank commander having a laugh. Putting the immediate politics aside, it would have been a moment of levity for the Russians who saw it. Same with the random guy who painted a "z" on his car.
