If you think about it, there hasn't been many serious advances since the 90s really. Some slightly better armor, some slightly better computers, etc. Not giant leaps into sci-fi. It also takes decades to design, build, field test and develop doctrine around new weapons platforms. Finally, at first Ukraine and Russia's deployed forces were roughly on the same level. That means early losses are going to be high. Might as well throw older kit into the mix, save the good stuff till later.
