It's not an attack on a country, or a war. It's a military operation combined with diplomacy. To someone who hasn't looked at the difference, those things might seem interchangeable, but Russia is bending over backwards (mostly) to avoid attacking civilians (and even to avoid attacking soldiers), and not to damage Ukraine.
At least as far as we know. Maybe it's all finessing and he's going to turn around, make a drive all the way to Romania and Poland, and personally T pose on the roof of Ukraine's parliament.
